MADANI Career Incentive by PERKESO

On 8 August 2023, MGCC was welcomed to the MADANI Career Incentive and Chambers Engagement Program: Dialogue Session with the Group Chief Executive Officer of PERKESO, YBhg. Dato’ Sri Dr. Mohammed Azman bin Aziz Mohammed.

In this session, PERKESO has introduced several labor market intervention programs to enhance employment prospects for unemployed individuals. The 2023 Madani Career Incentives, presented by Mr. Muhammad Adam Al-Nawawi bin Abdul Aziz, Head of Monitoring and Development Division at Employment Insurance at PERKESO, encompasses the Daya Kerjaya program, Technical & Vocational Education and Training ("TVET"), and Bina Kerjaya program.

The incentives apply to employers who employ individuals from a certain target group or upskill informal workers and TVET graduates/school leavers from 1 January 2023 onwards. Important to note is that the application deadline for these schemes is by 31 Dec 2023.

MYFutureJobs& Facilitating Expatriate Vacancy Posting Process

In collaboration with the Ministry of Human Resources, PERKESO has pioneered the Employment Insurance System ("EIS"), known as MYFutureJobs, which offers a comprehensive platform for job seekers, including job placement assistance, career counseling, job search support, and training and skills development programs. Aside from various employment services and support offered by PERKESO such as CASE MANAGEMENT, MOBILITY ASSISTANCE, and MYFUTUREJOBS SATELITE CENTRES, etc. Perkeso is also working on improving the algorithm for open positions based on the industry, skills, competency, location, and certification history to ensure a seamless match and supply of candidates to open positions in the future.

 

Expatriate Policy Mandate

Mr. Andreas Charles Akobiarek, the Head of Recruitment Services & Talent Acquisition at PERKESO, provided an overview of MYFutureJobs and the process of Facilitating the Expatriate Application.

On the Expatriate Policy Mandate: effective 15 January 2023, employers wishing to hire non-Malaysian employees including expatriates are required to advertise the vacancy for at least 14 days on MYFutureJobsportal (previously 30 days). However, there are positions that are automatically exempted from this process such as,

  • Important Positions (C-Suite & Key Post),
  • Sports Sector
  • Positions with salary of RM15,000 and above.
  • Investors/Shareholders/Owners
  • Corporate transfers/Placements/ Trade Agreements
  • Representative Office/ Regional Office (RERO)
  • International Organisations

Employers must conduct an interview session within 14 days from the date of the vacancy advertisement and submit an interview report using the Hiring Outcome Report. Employers that are facing any difficulties in filling out the justifications in the Hiring Outcome Report are encouraged to seek the assistance of PERKESO Officers. Each application will be considered based on the duration of the vacancy advertisement in MYFutureJobsPortal and also the interview activities with local talents that have been conducted by the employers.

The highlight of the event featured a speech by the Group CEO of PERKESO, YBhg. Dato’ Sri Dr. Mohammed Azman bin Aziz Mohammed and a question-and-answer session in which Chamber representatives, employers, and other attendees were free to raise questions, share recommendations, and voice out the directions of the industry.
